Atherton Street

17 Atherton Street had been empty since 17 November 2013 and is located on a key road within the Prescot THI Scheme. However this particular building wasn’t considered a priority building and was placed on an over-subscribed THI reserve list.


Strategic Housing contacted the registered owner, having established that the property was not eligible for a THI grant and suggested the property may be eligible for LOTS funding subject to meeting the criteria.


Upon surveying the property, the officer dealing with the case suggested to the owners that the building could potentially be converted into two flats. This led to the owner applying for planning permission, including change of use and listed building consent.


In July 2014, planning permission was granted to convert the whole building to form two self contained units of accommodation.


This property posed significant problems during the conversion, primarily concerning the existing shop front. The shop front could not be altered in any way due to its listed building status but proved a source of great heat loss. Eventually, through a combination of specifically designed secondary glazing, floor and internal wall insulation, the building was able to satisfy current building regulations.


The shop is now fully converted including a rewire and new heating systems. The building has been re-modelled to form a one bedroom ground floor apartment using the original shop front door for access, whilst the first and second floors provide a spacious duplex apartment with fully modern, fitted kitchens to each flat.


The project was funded through a combination of the owner’s private investment and the Empty Homes Cluster Fund.
